Po výbuchu v chráněném domě NCIS je Hadar mrtvý, Vance těžce raněný a Eli beze stopy zmizí. Gibbs zjišťuje, že celá věc by mohla souviset s dvacet let starým případem, který se odehrál v Amsterodamu. Vancovi, tehdy ještě mladíkovi, byl svěřen úkol vyhledat jistého Rusa. Gibbs věří, že právě amsterodamský případ je klíčem k řešení.
